Evaluating the Sale of Balance Flats (SBF) as a Housing Alternative

For many homebuyers in Singapore, securing a flat through the standard Build-To-Order (BTO) process can feel like a long shot. With demand consistently outpacing supply—especially in popular estates—failing to obtain a queue number often means waiting months or even years for another opportunity. To address this gap, the Housing & Development Board (HDB) offers an alternative route known as the Sale of Balance Flats (SBF) exercise.

Unlike BTO launches, which involve newly planned developments, the SBF exercise pools together leftover units from previous projects, replacement flats, and homes that have been returned to the government. This creates a secondary supply channel that can be particularly attractive for buyers seeking a quicker move-in timeline.

In early 2026, the SBF exercise saw a notable increase in available units, with around 4,320 flats offered—an increase of roughly 40% compared to previous exercises. A key highlight is that a portion of these flats is already completed or close to completion, making them one of the fastest ways to secure a home after an unsuccessful BTO attempt.

However, a larger supply does not automatically translate into easier success. Competition remains intense, often matching the high application rates seen in BTO launches. The main difference lies in what buyers are applying for: instead of waiting years for construction, SBF applicants are selecting from tangible units that are either ready or nearing completion.

This difference introduces an important financial consideration. For households currently renting, the ability to move in within months rather than years can significantly reduce ongoing rental expenses. On the other hand, buyers who are staying with family while waiting for a BTO flat may find the shorter timeline more challenging. Without the typical four to five years to build savings, they must be financially prepared much earlier.

An accelerated purchase means that costs such as the downpayment, stamp duties, and renovation expenses will arise sooner. While this allows homeowners to begin repaying their mortgage and building equity earlier, it also requires stronger upfront financial readiness.

For those who have faced repeated ballot rejections, shifting strategy can make a meaningful difference. Instead of focusing only on highly competitive mature estates, some buyers may consider SBF units in non-mature areas where availability is higher. This approach often involves trade-offs, such as accepting less ideal unit features or locations, but it provides the advantage of immediate housing stability.

Another important aspect is flexibility. Since SBF units are drawn from remaining inventory, choices may be limited in terms of floor level, orientation, or layout. Additionally, buyers must pay attention to eligibility constraints such as Ethnic Integration Policy quotas, which can affect whether certain units are available for selection.

While the appeal of faster access and ready units is clear, the most critical considerations—financial preparedness, flexibility in unit selection, and understanding eligibility rules—ultimately determine whether the SBF route is the right fit for a buyer’s situation.
